FHI 360 is currently recruiting for the position of Finance Manager for an anticipated five-year USAID project, Strengthen Resilience and Learning to Counter Violent Extremism in the Northern Border Areas of Côte d’Ivoire, with a budget between $25-$49 million.

Job Summary :

Under the supervision of the Deputy Chief of Party, the Finance Manager will oversee sound financial management of the project.

S / he will also provide financial technical assistance and develop the capacity of partner organizations in the country.

S / he will ensure the achievement of all financial control and performance objectives in accordance with requirements of FHI 360 and USAID.

It is expected that the Finance Manager will be located in Abidjan with anticipated project-funded travel to the northern border areas.

Essential Job Functions : Duties and Responsibilities

  • Review and analyze monthly financial reports regarding budgets, both actual and forecast;
  • Direct and manage the program budget in accordance with the approved annual budget and monitor the expenditures on an ongoing basis;
  • Provide recommendations to and consult with project leadership on the financial health of the project;
  • Provide leadership and support for all financial management areas including accounting, payments, and reporting systems and procedures.
  • Coordinate with related staff to ensure that project budgets, accounting and fiscal control procedures are implemented effectively;
  • Responsible for all financial reporting, including quarterly accruals (separation and country-specific) and tracking sub-award monitoring;
  • Oversee the timely completion and accuracy of the bi-weekly financial reports / field expenses prepared for submission to FHI 360 headquarters and upload into the financial system;
  • Ensure that the balance sheet and bank account reconciliations, petty cash counts and expatriate allowance reports are included in regular reporting;
  • Maintain adequate financial resources in-country to support monthly program operations and subproject reimbursements by submitting timely the monthly advance requests to headquarters;
  • Ensure all activities related to financial management are carried out in conformance with policies and procedures established by FHI 360 and USAID;
  • Oversee the monitoring and review of sub-project financial reports to ensure compliance with sub-project budgets and FHI 360 policies and USAID rules and regulations;
  • Provide support to the internal audit functions; and
  • Supervise at least two staff members and collaborate with other project staff on the completion of assigned tasks.
  • Minimum Requirements :

  • Bachelor's degree or its international equivalent;
  • At least 5 years related work experience in financial management, accounting / budgeting management;
  • Experience with U.S. government rules and regulations and experience working in an international NGO environment desirable;
  • Comprehensive knowledge of concepts, practices, and procedures with accounting, financial controls, and financial information systems;
  • Well versed in laws and regulations in Cote d’Ivoire that have impact on financial analysis and management controls;
  • Mastery of Excel and familiarity with accounting systems and software such as QuickBooks or GFAS;
  • Ability to work effectively in a highly collaborative team;
  • Excellent and demonstrated project management and supervisory skills; and
  • Fluent in written and oral French; English preferred.
  • Availability of position is contingent upon award to FHI 360. Selection of final applicant is subject to USAID approval.
