FHI 360 is currently recruiting for the position of Monitoring, Evaluation, and Learning (ME&L) Director for an anticipated five-year USAID project, Strengthen Resilience and Learning to Counter Violent Extremism in the Northern Border Areas of Côte d’Ivoire, with a budget between $25-$49 million.
Job Summary :
The ME&L Director will play a lead role in the design and implementation of a comprehensive ME&L plan with appropriate indicators, implementing systems to safeguard the collection and management of program data, and recommending changes to annual work plans or data collection techniques as needed.
S / he will also oversee learning activities and ensure that all program staff apply the Collaborating, Learning, and Adapting approach to project activities so that learning informs activity adjustments.
S / he will train staff and partners and liaise with USAID on M&E reporting requirements, project learning strategies, and protocols for modifying the ME&L plan.
S / he will work closely with local partners to coordinate local data collection in the field and contribute to the development of monthly and quarterly performance reports.
It is expected that the ME&L Director will be located in Abidjan with anticipated project-funded travel to the northern border areas.
Essential Job Functions : Duties and Responsibilities
Manage and coordinate implementation of the project ME&L plan, as well as a Collaborating, Learning, and Adapting (CLA) approach.
Supervise and provide guidance to relevant project staff, including team members supporting M&E and Learning.
Lead implementation of data quality assurance systems for the project.
Oversee the project’s management information system and database, ensuring that data is accurately uploaded into the system by staff and partners on a regular basis.
Develop and adapt the data collection tools and systems needed for the implementation of the project's performance monitoring plan (PMP).
Operationalize the PMP, including data collection and verification and prepare project performance and data reports as required.
Ensure data collection tools and systems are being used correctly by staff and partners to collect required and accurate data for performance, monitoring and evaluation.
Identify ME&L technical assistance (TA) needs of partners, facilities and / or government counterparts and provide / organize TA through training, mentorship, and / or on-site supervision.
Facilitate project learning activities and participate in program monitoring visits / forums with other project staff as necessary.
Ensure all relevant project staff are aware of and adhere to funder and government monitoring, evaluation and reporting guidelines and requirements.
Continuously review and analyze collected data and advise program management on needed program revisions.
Advise and promote best practices in CLA and data management among project staff and partners.
Perform other related duties as assigned by supervisor.
Master's degree and 5-8 years of relevant experience or Bachelor's degree and 10 years of relevant experience. Degree or international equivalent from an accredited university in a relevant field such as social science, statistics, evaluation science or other related field;
At least 5 years' relevant professional experience managing monitoring, evaluation, and learning for complex development activities, especially those including community development, community resilience, youth engagement, and / or social cohesion objectives;
Demonstrated ability to work effectively with communities, civil society, local government representatives and other stakeholders;
Demonstrated ability to coordinate monitoring, learning, and evaluation processes across multiple technical offices, local stakeholders and geographic regions;
Fluency in speaking, reading and writing in English and French required;
Demonstrated data analysis and report writing skills;
Outstanding written, editorial, and verbal communication skills;
Excellent interpersonal and intercultural skills with demonstrated ability to lead and work effectively in team situations, as well as mentor staff;
Must have strong supervisory and organizational skills;
Strong interpersonal, negotiating, decision making, and problem-solving skills;
Experience working on USAID or other donor programs, and familiarity with USAID’s approach to ME&L and CLA desired; and
Mastery of the design and implementation of qualitative and quantitative data collection methodologies; experience with complexity-aware monitoring and evaluation models is desired.
