The Regional Research, Monitoring and Evaluation (RME) Advisor provides technical and managerial oversight for the research, monitoring and evaluation (RM&E) of Ipas’ francophone programs in-country, including generation of information through research projects to increase knowledge of and access to women’s sexual and reproductive health and rights services.

This position is responsible for ensuring the appropriate measurement of results of different projects and for generating indicators that correspond to regional and in-country interventions.

Additionally, this position ensures data quality by overseeing the completion and verification of data and statistical analysis.

The Regional RME advisor supports the preparation of accurate donor and government reports by ensuring data is collected, analyzed, entered, and cleaned properly.

The Regional RME advisor also provides needs-based technical assistance and leadership to the country teams regarding research, monitoring and evaluation design, implementation, analysis, and dissemination efforts across all the grants in the francophone Africa region.

The RME Advisor ensures regular communication with country programs and support team and stays informed of all key issues for their country programs.

The position requires the confidence to make evidence based decisions and understand the big picture view of the country program and its relationship to the entire region and organization.

  • Serve as a liaison between country programs in Francophone Africa and North Carolina (NC) Africa Regional RME staff
  • Connect diverse teams and personnel throughout the francophone program, to solve problems and address the RM&E needs of the country program
  • Conducts special studies and research activities in francophone countries and provides technical and administrative support to the design, data collection, statistical analysis and reporting of these projects
  • Ensures that relevant data across all areas of programs is collected, entered in appropriate tools, and analyzed in order to share data trends with Ipas NC Global and influence decision making on program planning
  • Participates in the creation of initial drafts of project reports, timelines, plans of work, and other related documents, and tracks Research and & Evaluation unit deadlines
  • Maintains regular communication with Africa Regional RME staff in NC Global to stay up-to-date on R&E objectives and guidelines, make sure their in-country results align, and M&E standards are being achieved
  • Support needs assessment of in-country team staff and development of capacity-building plans for using evidence in collaboration with country and Africa Regional RME advisors
  • Provide technical assistance to in-country R&E staff on monitoring and evaluation during project design and proposal development, as needed
  • Support the development of monitoring and evaluation implementation plans during project set-up for new grants / projects through TA and support to in-country teams.
  • Facilitate in country teams’ access to evidence for program monitoring and improvement through development of tools and provision of technical assistance in conjunction with Africa Regional RME advisors
  • Skill-building of in-country staff on use of Terra and other analytic tools to enable use of evidence to monitor and improve programs and projects
  • Conduct in-depth analysis and evidence synthesis for use by country / PSTs in support of the country-level localization of the global strategic plan and annual country plans.
  • May provide technical support in monitoring implementation of work plans by conducting a monthly review of plans versus results and documenting the variance
  • Collaborates with RST and in country staff regarding program implementation, activities and issues monitoring
  • Management of personnel and service providers (e.g. trainees, consultants, supervisors, data entry clerks, enumerator )
  • Engage with key stakeholders in Ipas Francophone Africa countries to provide support on studies implementation and project management
  • Masters’ degree in social science, public health discipline statistics, or related field
  • 5+ years’ work experience in global reproductive health programs, especially in research, monitoring and evaluation;
  • 2+ years’ work experience using statistical analysis computer packages (Stata, SPSS, SAS) for inferential statistics
  • 3 years’ experience including 2 years of international project planning and management experience
  • Experience with word-processing, spreadsheet, qualitative analysis software (NVivo, Atlas.ti, or others) and presentation software
  • Experience with use of databases
  • Experience with geographic mapping software a plus
  • Experience with bibliographic software (EndNote, ProCite)
  • Well-organized with the ability to track multiple projects and deadlines
  • Willingness to travel internationally, up to 30% time
  • Ability to work successfully in a cross-cultural, team-based, global environment
  • Additional language skills desirable
