Job Summary :
TechnoServe seeks a results-oriented professional to collaborate with the Chief of Party (COP) in the implementation and administration of a regional cashew program.
The Deputy Chief of Party (DCOP) will support the COP with overall management of program operations and ensure effective and timely project execution.
This position is contingent upon donor funding and approval, and will be based in Abidjan, Cote d’Ivoire.
Program Overview :
The United States Department of Agriculture (USDA) Foreign Agriculture Service through its Food for Progress (FFPr) program is anticipating funding a regional value chain improvement program for cashew production and processing in Cote d’Ivoire, Ghana, and Nigeria for the period of 2021-2026.
West Africa is responsible for 45% of the global cashew production, yet the majority of those yields are exported for processing.
The project will complement other USDA investments and programs in this sector to address market barriers through technical assistance (TA) and financing solutions along the West Africa cashew value chain to improve sector productivity, increase incomes, and create jobs.
Specifically, the West Africa Cashew project seeks :
Increased value added to the cashew sector in Cote d’Ivoire, Ghana, and Nigeria, primarily through increased processing into kernels and cashew byproducts
Increased mobilization of capital for the cashew sector
Increased capacity of key stakeholder institutions
Improved policy and legal / regulatory enabling environment
Increased competitiveness and integration of the cashew sector into global markets
Inclusive net job creation, particularly in the expanded processing and byproduct sector
Primary Functions & Responsibilities :
Support the CoP in the overall monitoring of the project against milestones and work-plans, and in implementing course corrections as needed
Monitor and follow-up on critical management and planning issues to ensure effective and timely project execution
Manage review and finalization of internal and external project documents, including donor deliverables, presentation decks, studies and technical reports
In collaboration with the CoP and the M&E Manager, design, review and continuously improve program implementation on the basis of results obtained, based on quantitative and qualitative data and feedback from project participants, clients, partners and staff
In collaboration with the CoP and the Communications Manager, develop marketing and communications content including newsletter, blog posts, factsheets, studies, brochures, videos and other communications, assuring high-quality, accurate, and relevant content
In collaboration with the CoP and Finance and Administrative Manager, support budget tracking, contract modifications, deliverable tracking against budget, and administrative follow-up
Support recruitment and contracting of staff, fellows, and interns as needed
Plan, organize and participate in project meetings, workshops, seminars and stakeholder events;
In collaboration with the CoP, ensure that programming execution meets TechnoServe quality standards;
Assist CoP with other strategic and operational tasks as required by the project.
Basic Qualifications :
Bachelor’s Degree in International Relations, Economics, Business, or other relevant area, and at least seven years of experience in relevant private sector or development programs
Or a Master's degree with at least five years of relevant experience
Preferred Qualifications :
Experience working in private sector development in West Africa, preferably in both francophone and anglophone countries
Experience working or collaborating with agriculture private sector companies
Familiarity with USG regulations
Strong budget management and financial analysis skills, including proficiency in Excel
Outstanding written communication skills including prior experience editing and proofreading documents.
Strong project management skills including the ability to anticipate demand and manage multiple tasks and projects while meeting tight deadlines.
Fluency in spoken and written French and English is required
Knowledge, Skills and Abilities :
Detail orientation, including strong organizational, analytical, and quantitative skills
Proven team player with strong interpersonal and cross-cultural skills
Ability to anticipate demand, manage multiple tasks / projects, and meet tight deadlines
Excellent computer skills in Word, Excel, PowerPoint, and other administrative applications
Strong private sector market orientation, entrepreneurial, and innovative thinker
Supervisory Responsibilities :
Typically, 4 to 5 mid to senior level staff. Experience working with multi-disciplinary teams is desired.
