Background and Project Purpose :

TechnoServe is seeking an experienced Project Manager to generally contribute to grow our entrepreneurship projects pipeline, and in particular implement an Entrepreneurship program to increase and diversify the income of cocoa-producing households.

The program aims to support women and youth in the development and growth of income-generating activities (IGAs) through a series of workshops and activities that develop skills in financial management and business and marketing management as well as access to finance.

The program will help youth and women better manage multiple sources of income and identify high potential income-generating activities (IGAs) outside of cocoa production.

For women and youth with existing income-generating activities or micro-enterprises, the program will help them develop more formal business plans and maximize earned income.

The program will be carried out strategically with the participation of the cooperative to assess how it can integrate additional services, access to financing, mobilization of the local financing ecosystem specific to the project (General Council, Regional Council and other local state agencies with whom it is appropriate to work, local banks and microfinance etc), marketing of non-cocoa crops, or integrate youth and women's sub-associations into its business model, in order to support the entrepreneurial efforts of its member households.

The Project Manager will lead the overall coordination of the program, build and manage a strong team that will enable the project to achieve its objectives.

Functions and responsibilities :

  • Directs the execution of project activities and ensures timely implementation of the project;
  • Responsible for all project deliverables and objectives, including those identified in the proposal as well as TechnoServe-wide objectives such as gender mainstreaming;
  • Oversee the recruitment of project staff, providing guidance, direction and leadership support to the program team to achieve results;
  • Ensure proper allocation of expenditures within and across the project and monitor the program budget, using TechnoServe tools, to ensure that expenditure rates are in line with objectives;
  • Ensure that the operational and financial execution rates of the project are in line with their respective rates of progress.
  • Mobilize the local financing ecosystem General Council, Regional Council and other local state agencies with whom it is appropriate to work, local banks and microfinance etc.
  • Ensure a good visibility and communication around the project in order to facilitate its adoption at the level of economic and social actors in the region of implementation.
  • Oversee project monitoring and evaluation of results, and produce narrative reports for internal and external consumption;
  • Timely production and sharing of project performance measures, including quarterly Program Status Reports (PSRs) and departmental measurement data.
  • Establish and maintain strong relationships with relevant stakeholders ;
  • Ensure that project activities are conducted in accordance with local / national donor policies and regulations, TechnoServe;
  • Supervise and supervise project staff. Develop, inspire and enable the team to deliver high quality results;
  • Conduct negotiations to amend agreements with donors / partners as required.
  • Preferential qualifications :

  • Proven experience in donor reporting
  • Experience in building strong client and stakeholder relationships with public and private sector partners
  • Good knowledge of the cocoa industry
  • Travel : Willingness to travel within the country up to 40% of the time

    The project Manager is expected to reside within the vicinity of the project location.
