Job Summary :
TechnoServe seeks a Chief of Party (COP) for an anticipated regional cashew program. The COP will be responsible for leading the regional program including overseeing efforts to improve productivity, add value, and expand trade for the cashew sector in Cote d’Ivoire, Ghana, and Nigeria.
This position is contingent upon donor funding and approval, and will be based in Abidjan, Cote d’Ivoire.
Program Overview :
The United States Department of Agriculture (USDA) Foreign Agriculture Service through its Food for Progress (FFPr) program is anticipating funding a regional value chain improvement program for cashew production and processing in Cote d’Ivoire, Ghana, and Nigeria for the period of 2021-2026.
West Africa is responsible for 45% of the global cashew production, yet the majority of those yields are exported for processing.
The project will complement other USDA investments and programs in this sector to address market barriers through technical assistance (TA) and financing solutions along the West Africa cashew value chain to improve sector productivity, increase incomes, and create jobs.
Specifically, the West Africa Cashew project seeks :
Increased value added to the cashew sector in Cote d’Ivoire, Ghana, and Nigeria, primarily through increased processing into kernels and cashew byproducts
Increased mobilization of capital for the cashew sector
Increased capacity of key stakeholder institutions
Improved policy and legal / regulatory enabling environment
Increased competitiveness and integration of the cashew sector into global markets
Inclusive net job creation, particularly in the expanded processing and byproduct sector
Primary Functions & Responsibilities :
Leading overall implementation and management of the anticipated program, from inception to close-out
Providing strategic guidance, leadership, management, and general technical oversight of the program
Continuously developing operational efficiencies and driving innovations in delivery, ensuring that the program meets established objectives and targets
Serving as the primary liaison with USDA and the Governments of Cote d’Ivoire, Ghana, and Nigeria, and all counterparts, implementing partners, and stakeholders involved with the program
Acting as spokesperson for the program and presenting its work regionally / globally
Recruiting, leading, managing, and supervising delivery teams comprising long- and short-term team members and consortium partners
Basic Qualifications :
Bachelor’s Degree in Agricultural Economics, Business Administration, or other relevant area, and at least 10 years of experience in relevant private sector or development programs
Or a Master's degree with at least seven years of relevant experience
Prior Chief of Party / Program Lead experience, with a minimum of three years of experience managing large international donor programs
Preferred Qualifications :
Experience working in the cashew sector in West Africa, preferably in both francophone and anglophone countries
Implementing large USDA-funded programs
Building win-win partnerships between multiple agriculture sector stakeholders, including agribusinesses, public sector, financial institutions, technology providers, and others
Demonstrated ability to clearly communicate a high-level strategy to internal and external stakeholders, while driving execution of a workplan and achievement of short-term milestones.
Demonstrated ability to use adaptive management principles to make strategic, data-driven decisions in the face of uncertainty and complexity
Fluency in spoken and written French and English is required
Knowledge, Skills and Abilities :
Strong private sector market orientation, entrepreneurial and innovative thinker
Strong leadership skills and demonstrated experience in managing complex, multi-disciplinary, and challenging field operations in developing countries, West Africa preferred
Demonstrated skills in problem solving, consensus building, and coordination of diverse stakeholders
Strong interpersonal and communications skills and ability to effectively motivate and manage teams in a multi-cultural environment
Ability to work under tight deadlines while managing multiple tasks and activities
Ability to develop well written, cohesive analyses and reports
Typically, 4 to 5 senior level staff including tech specialists, financial directors and M&E staff. Experience leading multi-disciplinary teams is desired.
