Innovations for Poverty Action Côte d’Ivoire seeks a qualified Monitoring and Evaluation (M&E) Coordinator to lead the capacity-building stream of a M&E project covering early childhood development and primary education.

The position is based in Abidjan and will report to the M&E Manager in Abidjan, with additional oversight from the Country Representative in Côte d’Ivoire and the global IPA Right-Fit Evidence unit.

The Transforming Education in Cocoa Communities (TRECC) initiative aims to catalyze the interests of the private sector, the government and civil society organizations around the goal of ensuring inclusive and equitable quality education with lifelong learning opportunities for all.

In the last few years, TRECC has partnered with non-profit organizations and cocoa industry partners to pilot 14 promising interventions in Cote d’Ivoire.

In 2019, TRECC is extending its partnerships with successful pilots, progressing them towards the next stage of scale-up in conjunction with cocoa industry partners or government agencies.

The Right-Fit Evidence Unit at IPA is a new effort aimed at helping organizations build strong and tailored Monitoring, Evaluation and Learning (MEL) systems, which balance the need for information on impact with operational data to support management decisions.

TRECC has engaged the Right-Fit Evidence Unit as a Monitoring, Evaluation and Learning partner for the TRECC initiative.

In that role, IPA will provide MEL advisory services to TRECC’s implementing partners to enable them to maximize the value they get from data.

This includes advising partners on development of a prioritized MEL plan, technical support to collect and analyze data, and facilitation of organizational routines to act on data by iterating their program design.

The M&E Coordinator will be responsible for the MEL advisory stream of work. In this role, the Coordinator will advise implementing partners on how to use data to innovate and magnify the impact of their work.

In this role, the M&E Coordinator will oversee and coach at least one M&E Assistant or Junior Associate.

This position is ideal for a bright, energetic and versatile individual, who has previous experience in MEL (public sector), performance improvement or strategy (private sector) or research, excellent communication and stakeholder management skill.

This position provides a unique opportunity to independently lead a challenging and ambitious MEL program. A 2-year commitment is required.

Note that as part of a parallel stream of work, another team at IPA will conduct targeted independent process evaluations for selected programs, where there is value in having an independent assessment of identified process quality components of the program.


The M&E coordinator will be supporting and guiding the MEL strategy of about 5-10 projects on quality education focusing on Early Childhood Development (ECD), primary school and technical & vocational training, which will be implemented in cocoa communities by several implementing partners (IPs).

The main objective is to provide MEL advisory services and learning needs of the projects, as well as to evaluate the performance of selected pilots on certain process quality measures.

The M&E coordinator will perform a variety of tasks including, but not limited to :

  • Support clients to draft theories of change (ToCs) for project activities, by reviewing program documents and relevant literature.
  • Assist clients to identify M&E questions to test the assumptions in their ToCs, and to design cost-effective approaches to rigorously test these assumptions

  • Provide technical advice to partners on the development and maintenance of M&E plans, the design of indicators, data collection methods, and data management, working both with administrative and survey data
  • Train client team members in how to collect, analyze and summarize M&E data
  • Design and facilitate regular learning workshops in which implementers are taking stock of the results achieved so far, adapt their programming, and draw new priority questions for M&E
  • Help draw cross-implementer lessons relevant to the donor’s own learning agenda and the sector as a whole
  • Play a role in the development and performance of new engagements for the Unit
  • Qualifications

  • Bachelor’s degree in economics, public policy, social science, or a related field.
  • 2-5 years of relevant work experience, including experience in MEL (public / NGO sector) or organizational performance or consulting (private sector)
  • Superior analytical, quantitative and conceptual thinking skills
  • Strong client facing and presentation skills, and ability to build relationships of trust with stakeholders at various levels.
  • Ability to present information in a structured and insightful way, both in writing and orally
  • Self-starter, entrepreneurial mindset, versatility and willingness to learn.
  • Experience working in developing countries
  • Strong proficiency in Excel for data management and analysis
  • Passion for making data-driven decision making a reality in the development sector
  • Complete fluency in English and French is required
  • Preferred additional qualifications

  • Master’s degree in economics, public policy, social science, or a related field
  • Experience in management consulting or other professional services
  • Demonstrated ability to coach and train others in statistics, data analysis or MEL methodologies
  • Background in development programs relating to Early Childhood Development
  • Familiarity with the concepts surrounding the Theory of Change and the core tools of MEL (both quantitative and qualitative research methods)
  • Familiarity with SurveyCTO, Open Data Kit or similar survey software
  • Ability to use Stata, R or similar statistical software
